Both are films laid over factory paint, which is where the confusion starts. They are built for different jobs:
Paint protection film (PPF) — thick, clear, self-healing urethane. Absorbs stone chips and road debris. You are not meant to see it.
Vinyl wrap — thin, coloured or textured vinyl. Changes the colour and finish of the car. Offers minimal impact protection.

Why People Confuse Them
Both get called "wrapping", both are films, both are removable, and both shield paint from UV to some degree. The difference that matters is thickness and purpose.
PPF is roughly 8 mil of urethane engineered to absorb impact and self-heal. Vinyl is roughly 3–4 mil and engineered to conform to complex curves and hold colour. Vinyl will protect your paint from sun and light abrasion. It will not stop a stone at highway speed.

Weaknesses:
Thin. It will not meaningfully stop a stone chip
No self-healing — a scratch through the vinyl stays
Shorter life than PPF, and matte or specialty finishes need particular care
Cheap calendered vinyl shrinks and fails early; cast vinyl is what to ask for
Best for: Colour changes, finishes paint cannot easily achieve, lease vehicles where a respray would be a problem, and accent work.
Can You Run Both?
Yes, and there are three sensible routes:
PPF on the front end, wrap everywhere else. The impact zone gets protection, the rest gets the colour change.
PPF over a wrap, on high-impact panels, to protect the vinyl itself. Worth discussing first — it depends on the vinyl and how it was laid.
Coloured PPF. Changes the colour *and* protects, in one film.
